V70: - V70 Tailgate problem

My 2012 V70 tailgate does not fully open when any of the opening methods are pressed. It will open about a third of the way after the first press of the remote, then either open another third or open fully when pressed again. On other occasions it opens fully on the first attempt, I don't think it's the gas struts as the tailgate stays up and it takes a fair amount of pressure to move it when it's fully open. The weather doesn't make any difference as it happens in any temperature, sun or rain.
Any clues?

No remote tailgate opening on our cars, this section of the forum is for V70 up to 1999.
